U.N. lifts Syria death toll to "truly shocking" 60,000

AMMAN/GENEVA (Reuters) - More than 60,000 people have died in Syria's uprising and civil war, the United Nations said on Wednesday, dramatically raising the death toll in a struggle that shows no sign of ending.

In the latest violence, dozens were killed in a rebellious Damascus suburb when a government air strike turned a petrol station into an inferno, incinerating drivers who had rushed there for a rare chance to fill their tanks, activists said.

"I counted at least 30 bodies. They were either burnt or dismembered," said Abu Saeed, an activist who arrived in the area an hour after the 1 p.m. (1100 GMT) raid in Muleiha, a suburb on the eastern edge of the capital.

In the north, rebels launched a major attack to take a military airport, and said they had succeeded in destroying a fighter plane and a helicopter on the ground.

U.N. Human Rights Commissioner Navi Pillay said in Geneva that researchers cross-referencing seven sources over five months of analysis had listed 59,648 people killed in Syria between March 15, 2011 and November 30, 2012.

"The number of casualties is much higher than we expected and is truly shocking," she said. "Given that there has been no let-up in the conflict since the end of November, we can assume that more than 60,000 people have been killed by the beginning of 2013."

There was no breakdown by ethnicity or information about whether the dead were rebels, soldiers or civilians. There was also no estimate of an upper limit of the possible toll.

Previously, the opposition-linked Syrian Observatory for Human Rights monitoring group had put the toll at around 45,000 confirmed dead but said the real number was likely to be higher.

FATAL RUSH FOR PETROL

Video footage taken by activists at the scene of the air strike on the petrol station showed the body of a man in a helmet still perched on a motorcycle amid flames engulfing the scene. Another man was shown carrying a dismembered body.

The video could not be verified. The government bars access to the Damascus area to most international media.

The activists said rockets were fired from a nearby government air base at the petrol station and a residential area after the air raid.

"Until the raid, Muleiha was quiet. We have been without petrol for four days and people from the town and the countryside rushed to the station when a state consignment came in," Abu Fouad, another activist at the scene, said by phone.

President Bashar al-Assad's forces also fired artillery and mortars at the capital's rebellious districts of Douma, Irbin and Zamlaka, activists living there said.

After nightfall there was shelling in the Jobar and Assali districts, and fighting occurred in the northern suburb of Harasta, on the highway leading north, Syria's main artery.

Assad's forces control the centre of the capital, while rebels and their sympathizers hold a ring of southern and eastern suburbs that are often hit from the air.

The Observatory said a separate air strike killed 12 members of a family, most of them children, in Moadamiyeh, a southwestern district near the centre of Damascus where rebels have fought for a foothold.

The rebels hold wide swathes of the north and east of the country, but have been unable to protect the areas they control from Assad's air power. Their main targets in recent months have been air bases, with a goal of preventing the government from using its jets and helicopters.

The rebels launched a major attack on Wednesday on Taftanaz, a northern air base which they hope to seize. A statement by the northern rebel Idlib Coordination Committee said they had battled their way to the airport's main command building but were not yet in control of the site.

The statement said the rebels had detonated a car bomb inside the Taftanaz airport grounds and destroyed a helicopter.

A rebel speaking from near the airport told Reuters the base's main sections were still in loyalist hands but rebels had destroyed a fighter jet as well as the helicopter.

The family of an American freelance journalist, James Foley, 39, said on Wednesday he had been missing in Syria since being kidnapped six weeks ago by gunmen. No group has publicly claimed responsibility for his abduction.

Syria was by far the most dangerous country for journalists in 2012, with 28 killed there.

The conflict began in March 2011 with peaceful protests against four decades of Assad family rule and turned into an armed revolt after months of government repression.

"FOR GOD'S EYES"

Both sides have been accused of committing atrocities in the 21-month-old conflict, but the United Nations says the government and its allies have been more culpable.

In the latest evidence of atrocities, Internet video posted by Syrian rebels shows armed men, apparently fighters loyal to Assad, stabbing two men to death and stoning them with concrete blocks in a summary execution lasting several minutes.

Reuters could not verify the provenance of the footage or the identity of the perpetrators and their victims. The video was posted on Tuesday but it was not clear where or when it was filmed. However it does clearly show a summary execution and torture, apparently being carried out by government supporters.

At one point, one of the assailants says: "For God's eyes and your Lord, O Bashar," an Arabic incantation suggesting actions being carried out in the leader's name.

The video was posted on YouTube by the media office of the Damascus-based rebel First Brigade, which said it had been taken from a captured member of the shabbiha pro-government militia.

The perpetrators show off for the camera, smiling for close-up shots, slicing at the victims' backs, then stabbing them and bashing them with large slabs of masonry.

Syria's civil war is the longest and deadliest conflict to emerge from uprisings that began sweeping the Arab world in 2011 and has developed a significant sectarian element.

Rebels, mostly from the Sunni Muslim majority, confront Assad's army and security forces, dominated by his Shi'ite-derived Alawite sect, which, along with some other minorities, fears revenge if he falls.

10 tips for living happier each day of the new year | La Jolla Light

I?ve given it a lot of thought and I?ve come up with 10 simple things people can do to become happier in 2013. You don?t have to do?all of them at once ? just focus on the three or four that resonate most with you and do those.

1. If you don?t exercise, start.

You already know exercise keeps you healthy and helps you control your weight. But did you know it?s also a natural antidepressant? Even a 20-minute walk every other day is great for both your body and mind if you do it consistently. And the good news is you can do it with your spouse or kids ?and spending more time with them is another shortcut to happiness.?

2. Be easier on yourself.

A lot of New Year?s resolutions are little more than thinly disguised vehicles for beating yourself up. There?s nothing wrong with self-improvement but it needs to come from a place of love.

Many of us have a we?re-never-good-enough-or- doing-enough mindset that?s antithetical to happiness. It?s not easy to change these ingrained thought patterns, but it can be done. And becoming aware of this tendency is the first step.

3. Find some way this year to put your gifts and talents to work.

Talent wants to express itself. If your job doesn?t allow it to do so, find something that does. Playing to your strengths brings real happiness, and when you combine those strengths with a desire to do something good, it?s a double whammy.

4. Strengthen family relationships.

Is your marriage running on autopilot? What about your relationship with your kids? Do you come home from work and sit in front of the computer while they play in another room (or worse, watch TV)? Too many Americans fail to engage their families in a meaningful way.

5. Celebrate your spouse.

And speaking of your marriage, how is it? If it?s mired in negativity or characterized by bickering or tension, you?ll never be happy. The good news is that it may not take a lot of effort to dramatically change the tenor of your marriage. Random acts of kindness are always powerful, and that?s even truer inside a marriage.

6. Let the people you appreciate know it.

Yes, of course you need to let your close friends and family members know how you feel about them. That?s a given. But what about your coworkers? Your barber? Your child?s teacher? The neighbor who keeps an eye on your house when you?re away?

Most of us are too self-conscious to make a big fuss over the people who are sort of on the periphery of our lives but who nonetheless make a big impact, Changing that stance is a key component of happiness. Be generous with hugs. If you?re just not the hugging type, that?s fine, try thank-you notes instead. Letting people know how grateful you are for what they do makes two people happy: them and you.

7. Forgive someone who has wronged you.

This is the other side of the ?forgive yourself? coin. Just as you deserve a break, so do other people. And forgiveness is, at its heart, an act of self-love. If you can?t let go of pain and anger, you can?t be happy.

8. Become a giver.

Happiness is not about how much you make; it?s about how much you share. If you have good health, a sound mind, and as little as an hour a week to spare, you are truly fortunate. Whether you?re tutoring kids who need a helping hand or delivering hot meals to the elderly, there?s great joy to be found in giving. Many people know this intellectually; they?ve just never put it into?practice. Make this the year you do it. Just give up some of the time you waste in front of the TV or mindlessly surfing the Internet. You?ll find that it?s no sacrifice at all.

9. Take a ?baby step? toward finding?some faith.

This year, make a conscious effort to think a little bit more about your faith, perhaps check out a few different places of worship, or maybe read a couple of spiritual books. Happy people have a connection to a Higher Power. If you aren?t sure there even is one, make this the year you do some honest exploration.

10. Make 2013 a year of gratitude.

If you make only one change in 2013, make it this one: Work to be more appreciative in general. Gratitude covers a lot of territory. When you?re grateful for your family, you?ll treat them better. When you?re grateful for talents, you?ll use them. When you?re grateful for your health, you?ll work to maintain it. All of these add up to happiness.

It?s ironic: Most of us have everything we need to be happy. The tragedy is we?re sleepwalking through life without really noticing that truth. If we could learn to live with an attitude of gratitude ? for our kids, our homes, our friends, our health, the food on our tables ? we wouldn?t need to worry about finding happiness. We?d be living it every day.

Russia's Cruel Adoption Ban | First Things

You may have read that Russian president Vladimir Putin recently signed a new law banning the adoption of Russian children by Americans. Andrea Roberts read the news with ?disbelief? and was sure this meant certain death for the dozens of Russian orphans with special needs for whom she helps to find American homes each year. Reece?s Rainbow, the Gaithersburg, Maryland-based organization that Roberts founded and directs, has in the last four years aided in the adoption of over two hundred Russian children with Down syndrome and other special needs.

While the new law presents a grim scenario for Reece?s Rainbow, a little-noticed development seems set to become a huge New Year?s gift for Roberts and the families she works with. Robert Shlegel, a member of Putin?s United Russia party and a deputy in the lower house of the Russian Parliament, has proposed an amendment to the law that will allow an exception for Russian orphans with special needs.

?The last few weeks have been an emotional roller coaster for us,? says Roberts. ?The law that Putin signed would literally be a death sentence for hundreds, if not thousands, of Russian orphans with special needs. This amendment has restored my faith that the Russians believe that every person deserves a family.?

Many of the Russian children now living in the U.S. and Canada thanks to Reece?s Rainbow were plucked from Dickensian orphanages where they suffered malnourishment and neglect. For such children, adoption offers possibly the only escape from a life that is nasty, brutish, and short. According to Roberts, Russian children with special needs who are lucky (or tough) enough to survive the horrors of the orphanage are sent at age four to an adult mental institution, where most will die before they turn ten.

?Whenever I introduce someone to the work of Reece?s Rainbow, they can?t fathom the way these kids are living,? Roberts says. ?We have seen ten- and twelve-year-olds that weigh ten pounds.?

Children with Down syndrome often have specific health needs that are best dealt with in the early years of life and, in certain cases, newborns must go straight from the delivery room to the operating table. Heart defects, which affect 50 percent of children with Down syndrome, are handled very successfully in the United States. Left untreated, such defects can be fatal by late childhood. Even minor health and living needs, such as feeding challenges or frequent ear infections, can turn fatal if ignored.

My daughter Magdalena, who is six and has Down syndrome, lives a healthy life in her Connecticut home. But she aspirates thin liquids. This means that she cannot drink anything with a consistency thinner than honey. Water, juice, or milk must contain a thickening agent or she will draw it into her lungs, causing infection. It?s not hard for us to deal with this. We have incorporated the thickening of her drinks into our routine. But this issue, however minor for us, would likely prove fatal for her if she were in an adult care facility in Russia. If Magdalena were left untended, fed a diet of typical institutional fare without any accommodations, she would aspirate daily, contract pneumonia several times over, and likely die within a few years.

All of this underscores Roberts?s wholly believable claim that the unamended Russian law is a death sentence for the one thousand kids with Down syndrome who Reece?s Rainbow estimates are currently languishing in Russian orphanages.

According to UNICEF, there are 740,000 orphaned children in Russia. About 60,000 Russian children have been adopted by American families in the last twenty years. The U.S. State Department lists China and Ethiopia as the most popular overall sources for American adoptions, but China?s one-child policy and the frequency of post-natal murder of children in Africa has contributed to Russia?s status as the leading destination for Americans looking to adopt a child with special needs.

Critics of international adoption have suggested that white, prosperous American families prefer to adopt from Eastern or Central European countries simply because the children they adopt will look like them. Others have argued that there are plenty of American children in foster care who need homes and that the international adoption process is fraught with fraud and massive financial surprises.

But some families specifically want to adopt a child with Down syndrome or other special needs. Such families may already have discovered the blessings of parenting these children, and, more practically, are experts on navigating the often-intimidating world of disability services, medicine, and education. But, thanks to sky-high rates of abortion following a prenatal diagnosis of Down syndrome, there are almost no children with Down syndrome to adopt in the United States.

The survival rate of children with special needs in Russia is higher than in other countries, says Roberts, the United States included. Prenatal technology, or the lack of it, plays a role.

?There are more live births of children with Down syndrome in Russia than there are, say, in China or the United States because of the lack of prenatal care. When a poor woman in a Russian village gives birth to a baby with Down syndrome or some other apparent defect she will simply dump [the baby] in the orphanage,? she says.

UNICEF, Roberts claims, is a big part of the problem. The U.N. program?s support for the Hague Convention on Inter-Country Adoption, which aims to combat child trafficking, has been interpreted by many as an effort to end international adoptions altogether. In a 2010 article for the peer-reviewed journal Global Policy, Harvard Law School professor Elizabeth Bartholet leveled the charge: ?UNICEF focuses on adoption abuses, and argues for regulatory ?reform? to ensure against baby buying and fraud, and provide preferences for in-country placement. However UNICEF actions and policies reveal that it sees almost no legitimate role for international adoption.?

UNICEF makes no allowance or exceptions for special needs adoptions, says Roberts.

?They lump everyone together,? she says. ?They offer ?funding??if you want to use that word?to these countries to use for promotion of domestic adoption and foster care. They pay these countries to do the kind of thing that Putin is doing.?

In a statement on the Russian adoption ban, UNICEF executive director Anthony Lake said, ?We ask that the government of Russia, in its design and development of all efforts to protect children, let the best interests of children?and only their best interests?determine its actions.?

To critics like Roberts, UNICEF?s resort to diplomatic niceties fails to adequately recognize the truly desperate situation facing Russian orphans with special needs. She calls UNICEF?s stance on international adoption ?a crime against humanity.?

?It?s not just my opinion. It?s true, and it?s ugly,? she said. ?What I want to say to UNICEF?and to Vladimir Putin?is just don?t stand in the way. Everyone deserves a family.?

If Shlegel?s amendment succeeds, dozens of Russian orphans with special needs will hopefully find the loving family they deserve.

Accomplices waited in a nearby, parked truck, in which the goods were loaded, and a successful getaway was made around 9:40pm. Four or five men are believed to be have been involved with the robbery.

"They prepared their coup pretty well," said Christophe Cr?pin, a representative of the French police union Unsa, noting that it was relatively easy to escape, because large boulevards near the store situated just behind the Palais Garnier opera house, led to several different parts of the city. In addition, "since the essential bulk of police forces were mobilised to patrol the Champs-Elys?es, the thieves clearly profited from the opportunity to make their move," Mr Cr?pin added.

However, another Paris police source told The Telegraph there was no shortage of security forces in the city on New Year's, since added riot police were brought in from out of town to patrol crowded areas like the Champs-Elys?es, where some 300,000 people celebrated on Monday night.

"A police presence is put in place every New Year's near the Eiffel Tower, Trocadero and Champs-Elys?ees, but that doesn't intervene at all with the regular security on duty in other parts of Paris," said the police source.

A video of the robbery is expected to provide helpful clues to the special Paris brigade for "the repression of banditry," known as the PJ, which is leading the investigation.

Thousands march against Hong Kong's leader

HONG KONG (Reuters) - Tens of thousands in Hong Kong protested on Tuesday against the city's leader Leung Chun-ying as pressure mounts against the Beijing-backed politician who has been embroiled in an illegal construction scandal since taking office in July.

Thronging the streets on New Year's Day, crowds of people, some dressed in black with colorful banners and wearing long-nosed Pinocchio masks, chanted "Leung Chun-ying step down" in a rally that snaked several kilometers towards government headquarters.

While Hong Kong is a largely stable financial hub with a strong rule of law, the political heat has risen over Leung's failure to adequately explain seemingly innocuous building work on his home, corroding public trust and raising suspicions he may have covered up the scandal last year as he campaigned for the leadership.

"CY Leung does not have the ability and credibility to handle even his own personal scandals. How can he lead Hong Kong in a proper way with political and economic development?" said protest organizer Jackie Hung.

Leung said last month he had been negligent and apologized for how he handled questions over his illegally built basement. Such work is common to maximize living space in space-starved Hong Kong, but similar minor violations have ensnared several prominent officials over the past year.

By the evening, organizers put the turnout at the protest at around 130,000, though police said 17,000 had showed up.

The demonstration was largely peaceful, though police maintained a heavy presence after two journalists were roughed up by pro-government supporters at a rival rally on Sunday.

In a statement, Leung said the government would "humbly" listen to the public's views. Several thousand of Leung's supporters also staged a pro-government New Year rally.

China's senior leaders including premier Wen Jiabao have warned of Hong Kong's "deep rooted conflicts" in the past, though Beijing has so far publicly endorsed Leung's administration when he made a duty visit in December.

In a stormy half year since taking office, Leung has also had to contend with a raft of policy challenges including an unpopular pro-Beijing education curriculum that was later shelved, high housing prices, and a massive influx of mainland Chinese visitors.

Leung, sometimes dubbed the "wolf" for his perceived abrasive style and close ties to the Communist Party, has a chance to assuage some public discontent in a policy address in mid-January, though populist measures aimed at cooling a red-hot property sector and alleviating poverty have so far had only a limited impact on the public mood.

While Hong Kong is generally considered an open and liberal business haven, its leaders since 1997 - when the former British colony reverted to Chinese rule - have sometimes struggled politically in the face of mass popular demands for democracy and more accountable governance.

A half million strong anti-government rally in 2003 later forced former leader Tung Chee-hwa from office mid-term.

Fuzzy Noel

Ingredients

• ? cup peach sorbet?
• 1/3 cup orange juice
• 1 cup sparking water?
• 3/8 teaspoon almond extract
• Crushed ice

Directions

1. Blend sorbet, juice and extract until smooth.
2. Stir in sparkling water.
3. Pour over crushed ice and serve.

Virgin Bloody Mary

Ingredients

• 1 can tomato juice?
• 1 ounce lime juice
• 3 ounces club soda?
• 3 dashes of Worcestershire sauce
• 2 pinches cumin powder?
• 1 shake of celery salt
• 1 teaspoon horseradish

Directions

1. Mix all ingredients except club soda into a large pitcher.
